During the late Cold War, the US DoD commissions a top secret program to create the perfect weapon. In doing so, they give birth to "Project Sabre" -- a secret military project tasked with creating the perfect fighting machine, the perfect soldier.
They start from scratch, genetically selecting young infants, kidnapping and training them to kill as they grow up. There are originally five, and the project is deemed a success when they successfully eliminate a Special Forces team at age 16.
The project begins to turn out the "weapons" en masse, until one of the original five, a female named "Aeryn", realizes the project is morally wrong, and turns against her creators -- escaping into the "real" world.
Constantly on the run from her creators, Aeryn has been free for 5 years, when she is finally captured. However, her creators have contacted to attain her help.
As it turns out, her "brothers and sisters" have rebelled as well, stealing a weapon known as "The Phoenix Sequence", a computer worm that silently runs in the background of all computers, military and civilian, that are linked to the outside world in any way.
The Sequence is capable of seizing control of a country's fiscal resources, industrial outputs, even strategic weaponry via their networked computer systems. Now, the "Children" are holding the world hostage, promising reform from the "tyranny that is government as we know it."
