There will be a lot of dialogue and social interaction in the game (at least for those players who prefer not to shoot everything that moves and everything that stays suspiciously still). To make this fun, we will need a lot of interesting characters to interact with. We need both civilians (researchers, maintenance & upkeep etc) and military personnel (both low- and high-ranked). Cliches from movies of various genres (war, drama, film noir, horror...) as well as from comics, books and other popular culture are nice reference, especially if you build on them to design original interesting personalities (nothing that will get us sued over copyright infringement, please).
To provide a framework for your idea, you can (for example) consider the following brief checklist:
1) Why is the character in the Antarctic base? What occupation?
2) Is the character completely loyal to the nazi ideals?
3) How does the character react to violence?
4) What kind of goals does the character have? What kind of interests?
5) What makes the character stand out? Any quirks or specialties?
6) What items does the character carry?
You don't have to be confined to these, however - you can write at length too and even include dialogue, concept art or even 3d models if you feel like it.

A deligation of Soviet War staff that defected towards the end of the war. They also give the germans intelligence on soviet troop movements that can be transmitted to berlin.
Might not be a very original idea, but let's give it a shot anyway!
So, we have a small band in the Antarctica base. A bunch of entertainers, basically, just a fun bunch of guys playing Nazi Jazz (yeah, they did have that back in the days, too... Yet, there were restrictions, as stated here: http://www.shellac.org/wams/wnazi02.html
These people were among the selected people, since culture, even a bit lighter entertainment, was required. And they were quite awesome bunch of musicians, great people to join the Reich. The only thing is, they've grown completely dead tired and bored of the Antarctica base - and the whole Nazi ideology that goes with it. I mean back in the days in Berlin it was easy for them, just to play a bit of jazz to the officers and drop a few siegs and heils every now and then, but at home they were able to put on their black jazz musicians and party with jewish girls all the night.
But now, there's none of that. Since everything is so rigidly and strictly forbidden and regulated, their life has become extremely boring. So they've started to do some little tricks, just for the fuck of it. You know, nothing special, but a little something. Maybe an encounter with these people could provide to be helpful in the journey ahead.
It's a bit late in production but I couldn't help it ;-)
1. Why is the character in the Antarctic base? What occupation?
Ilse von Richthoften was initiated into the SS Spezialkommando by SS Sturmbannführer Heinrich personally. He witnessed her in action during the last days in Berlin and she is the only woman who ever had the honour of joining.
Her job is as second in command of the interigation team.
2. Is the character completely loyal to the nazi ideals?
Ilse is a fanatic Nationalsocialist. Men desire her blue eyes, scultured body and long ( braided ) blond hair. But her only desire lies with the Nationalsocialism and she's a devoted party member and idolizes Heinrich. As her name states she decents from aristocracy and from the famous ace Baron Manfried von Richthofen (the Red Baron).
3) How does the character react to violence?
Ilse has a reputation for being aggressive. When seen socializing men who tried to court her lost parts of their anatomy. The slightest thing can set her off and only her loyalty towards SS Spezialkommando and the cause keeps her in place.
People say that she's like a panther moving around filling people with fear. When both Heinrich and she are in the same room people hold their breath. A person once said that it was like having the Devil and the Angel of Death in the same room at the same time - Ilse uses his skull as an ash tray in her office.
4) What kind of goals does the character have? What kind of interests?
Her goal is simple : Nationalsocialism everywhere! She follows Heinrichs every command to the letter and always try to make him proud of her.
Ilse's interests mostly revolve around spreading Nationalsocialism and inflicting pain on people. Her sadistic tendencies was the reason why she got invited to the initiation test and why she is so successfull in her job.
5) What makes the character stand out? Any quirks or specialties?
Ilse von Richthofen is always flawless in her appearence. Her long braided, blond hair sticks out just below her black SS cap. She always wears her black SS uniform with the Skull and the Spezialkommando insignias. The Swastika is mandatory but as she dearly desires unfortunately she has not yet aqquired an Iron Cross. With her hair, fair skin and crystal blue eyes she's a perfect example of an arian woman.
6) What items does the character carry?
As mentioned she wears the black uniform and and insignia of the SS and Spezialkommando. In her belt is the P-08 she got after her initiation into the Kommando. In her right boot is a short horse whip. Not for horses but for using against people who for some reason piss her off and she desides to let live.

Why is the character in the Antarctic base? What occupation?
"Doktor" Ulfkotte is the designated dentist of the base.
The original dentist has blasted off to the moon, and Klaus-Dieter, being the one with the greatest dental experience remaining, was designated as the dentist, pending posthaste arrival of the new dentist.¹
Klaus-Dieter can hardly wait for that day, so he can spend time with his beloved Ingeborg!
He is still referred to as 'Doktor Ulfkotte' by the brass, so as to not alarm the troops.
Ingeborg calls him 'Klaus-Dieter'.
¹) Which gets killed upon arrival. Maybe he arrives with the party official, or he dies of hypothermia, or he crosses the PC's path and needs to be 'disappeared'...
In fact: Once the party official arrives, the dentist is left in the lock, while the arrival is celebrated, and dies of hypothermia there.
Or he gets mauled by rabid penguins.
Or he DOES partake in the celebratory ceremony, and dies of HYPERthermia because he had wrapped himself in too many layers because he is susceptible to cold. He had to stand in formation for too long, and collapses halfway through a speech. At which point a long wail can be heard from Ulfkotte, followed by a sharp reprimand.

Klaus-Dieter is an active member of the SA, even after the "Röhm-Putsch".
He is a proud Nazi, but many in the SS question his loyalty because he still clings to the SA.
How does the character react to violence?
In the SA he was hazed a lot, and he beleives in the necessity of it for building motivation.
His trade puts him in a position where others do not want to get on his bad side, which he does abuse sometimes.
He received good training in the SA, and handles himself well in a fight.
If anything threatens his beloved Ingeborg, he sees red, becomes a killing machine.
What kind of goals does the character have? What kind of interests?
Klaus-Dieter wants nothing more, than to be with his beloved Ingeborg.
He pulled some strings so he would be paired with her
That, and TOTAL VICTORY.
What makes the character stand out? Any quirks or specialties?
He doesn't actually hold a doctors title. Though well versed in dentistry, with years of practical work, he is still only an assistant. So if you get on his wrong side, he will gladly skip using complicated methods, and just pull your tooth.
On quiet, slow days he will steal away to see his romantic interest Ingeborg, who works in one of the factories.
He gets along well with Gerulf Mehner, especially because he can task Gerulf with the easier jobs and steal away to find Ingeborg... (The added workload doesn't help with Gerulf's frustration, but he thinks he is helping a love-sick friend, and loves to listen to the details that Klaus-Dieter doles out, albeit sparingly)

During the last months before leaving for Antarctica fear of OSS and SOE infiltration grew larger and larger. Realizing that something had to be done Major Heinrich was pulled back with his Spezialkommando from the Eastern Front. Major Heinrich and his Spezialkommando act as an Intelligence Unit and bodyguard for the Kommandant answering only to him. Any type of incident will be investigated by this unit and any act of aggression towards the Kommandant will be met by force - or worse!
2. Is the character completely loyal to the nazi ideals?
If Der Führer, Adolf Hitler, needed a personification of the Nationalsocialistic ideals he would have needed Major Heinrich. With his aryan looks and complete devotion to the Nationalsocialism he is a clear example to follow for any Hitler Jugend. He once carved a Swastika into the forehead of a member of the Party so that he could remember the course they were fighting for. The party member's crime : He had questioned Der Führer's war carreer.
3) How does the character react to violence?
Major Heinrich will not hesitate to use violence. Even look at him in the wrong way and you will feel his Jack Boot. He has trained himself to be deadly with every piece of item found around him - even his Iron Cross.
4) What kind of goals does the character have? What kind of interests?
Major Heinrich has only one goal : To let Nationalsocialism spread to all reaches of the Universe! The Earth to begin with. And nothing will get in his way! He takes great pleasure in his work - especially when "interviewing" people. A very devoted and thorough "interviewer".
5) What makes the character stand out? Any quirks or specialties?
Major Heinrich mostly wears his regular SS camoflage jacket with the Iron Cross with Oak Leaves ( given to him by Der Führer personally during the last days in Berlin ) but he sometimes changes to the black SS uniform and cap which hides his indentation from a sabre cut on top of his shaved head. The uniform hides a perfectly trained body which he moves around without any noise. You wont hear him when he creeps up on you.
6) What items does the character carry?
Major Heinrich ALWAYS wears his Iron Cross. As a reminder of Der Führer, of his ideology, as a sign to others saying - I'm NOT to be pissed off! and as a weapon. An Iron Cross can slit an artery when used by a pro!
Reluctantly, he switched his beloved P-08 Luger for a 18 shot 9mm pistol carried on a leg holster on his right leg. Duty before personal requests!

To succeed in his job as a scientist, and whatever missions and operations he gets involved with.
1) A biologist by training, Anna is in the base doing bacterial research and colony farming. She was pretty much shipped straight out of university (not yet completed her master's, though)
2) She doesn't know anything else, so yes.
3) Will cower at it, has a non-muscular build (168 cm, 70 kg) and has no military training.
4) She is mainly interested in the furthering of science, how to better understand the way the world works, through chemistry and biology. She's not interested in human sociology and is a bit of a shy and confused girl if one approaches her with suggestive behaviour. Her goal is to finalize the project that she's been given (creator's note: whatever that happens to be, if it is something destructive, she probably doesn't know it).
5) Like previously mentioned, is very shy when it comes to men and tries to avoid social situations. Definitely the "forbidden fruit" of the soldiers that know her and the target of many a show of affection. But, since she always turns the soldiers down, she has a nickname. Sometimes when shy, she mispronounces her last name and thus, her nickname is "Dumbkopf". She hates it. But otherwise a normal lab woman. With normal needs.
6) She carries a bottle of antibacterial solution on her at all times, due to the nature of her work. A small make-up kit and an organ donor card.
I would also use her mostly in conversational pieces. If the PC needed something from the lab, he could try to seduce her. All of the soldiers are too frank and direct for her, but if the player is sly enough, he can sweet talk her into giving him the keys to the biology department (or giving the player an opportunity to deftly pickpocket them). Any other relevant item would naturally do as well. Of course this being a game intended to not be too racy, I'd limit the action to the player kissing Anna on the mouth while she's bent over the counter trying to go backwards. Of course she'd bounce right back at the player after her timidness went away. Once they'd had their moment (or two) of mutual understanding, she'd leave, blushed and give the player her "address" on the base. This would give the player plenty of time to do what he needed in the biology department.
Poor Anna, finally finding that special someone and he turns out to be an allied spy. Oh well.
In case the player botches the conversation, you should give them one more try at it (with Anna hinting something about being too bold) and only after that close the door on the conversation.
1) Sebi is a medic, with more skill than he lets on. He's saved the lives of dozens of men on the field and was recommended for duty on the base. Was left behind because his skills wouldn't be of any use in a zero-g environment with space suits anyway. Nowadays mainly handles strained ankles and minor scrapes, the doctors won't let him near anything bigger. Almost works as a nurse, and this annoys him.
2) Yes, he's your average nazi
3) He's seen hundreds of bodies and more blood than anyone should ever see. This makes him somewhat impervious to any violence or blood spilling. But if possible, he will try to stop it if he can (he is responsible for the wellbeing of others, after all).
4) Sebi would like to get off this god-forsaken base, but he knows it's impossible. Especially with how the war turned out. He's started to get more acquainted with frost-bites and exposure to cold environments so he would know how to handle those situations. He's also interested in acquiring a doctor's license so he wouldn't be stuck doing the menial jobs inside the base's medical team.
5) Sebi has a large scar on his face, next to his right eye, and a little up is a trail left by a bullet. He thanks God every day that he didn't lose his eye to the shot (which was caused by friendly fire when he was dragging a wounded soldier during an exercise). This makes him shunned in the eyes of some of the men working on the base, so naturally he's bitter at them. Nevertheless he treats them equally if they get hurt. Maybe with just a little less painkillers.
6) In addition to your regular medic gear he's got a spare set of syringes with Morphine in them and a box of amphetamine-tablets. Lethal doses if they were to be consumed rapidly. These could also be stolen from him for some purpose or another....
The way I would use him is in conversation at the medical lab. He could be one of the first ones you talk to (since he would be lower on the scale of importance and be meeting you before the doctors, or he could treat the PC's minor wound). This would lead to the PC learning how good he was at medical school before leaving for the war and how he feels mistreated for not being promoted. Naturally the players would feel sympathetical towards this unhappy and unlucky individual and would then have a conversational option with the higher ranking doctors. "You know Medic Duisburg?..." "Do we know him? HAH That man (if you can call him a man) has been pestering us for a long time now. Can you imagine, that sort of malformed idiot running around our hospital area? laughter. Now what about him?" ---> Three options, one defending him, one "nothing" and one mocking him too.
Option 1, defense: "Are you actually conniving with that pigman? Trying to make us pity the wretched idiot who got himself shot during a training exercise of all places? You should get yourself checked." This ends the conversation abruptly as the doctor doesn't want to talk to subhumans.
Option 2, nothing: Back to the previous chat pane
Option 3, mocking: "Haha, you've got true Aryan spirit. Listen, how about we make a deal, you never talk about that wretch again and I'll slip you one more day off work -slip, ok?" Then back to previous chat pane.
The "day off work certificate" could be used to enter some recreational area out of regular hours or some other smooth talking dialogue option.
1) Anton is a big janitor-type of guy, completely regular looking (189 cm, 92 kg) and regular working attitude having man. He works in the base, doing what his superiors tell him, never questioning orders, always being in time where he's needed and always (at least seemingly) happy. He does maintenance, cleaning, errand running, transportation (moving large quantities of food for example) etc.
2) He's more in line with his own ideals, which aren't in conflict with the main nazi ideals at all. He's proven himself capable so people don't pester him with questions about his faith in the ideal. Of course he "Heil Hitler's" as often as anyone else does and doesn't stand out. He does pretty much know Mein Kampf out by heart, because there isn't a whole lot else to read on the base (he doesn't have access to most of the books).
3) He will defend himself if need be, but he isn't a violent person per se. Just a regular joe.
4) Anton has his personal reasons for being on the base and staying behind and not wanting to do anything else except serve. He has a violent past back in the motherland and has "escaped" into servitude. Also, he can't take any orders from women, his mental state forbids it and he might even be totally hostile towards female characters (slurs, insults, maybe even spitting). Pretty much his only negative is that he can't cope with strong women and even weak subordinate women make him nervous somewhat. Will stare at women if they pass him by in the corridor. Other personnel have learned not to tease him about it, because "he gets weird that way".
6) He always has a rag on his belt, a multitool which he made himself (screwdriver head, small blade and prongs with grip) and a "Hello, my name is...." tag with Anton scribbled on it.
Now, the way I see him being utilized is for the insider storyline, maybe even having the PC first talk to him, find out he's a great guy and have him do some favor for another. "Hey, could you maybe help me out? I'm trying to surprise a buddy of mine, but I can't be seen sneaking this into his locker (or whatever personal containet). Could you do it?". This leads to the PC putting the item in and coming back (the item is a pistol pipe cleaner) for another. This time, sweet old Anton asks them to hold the light while he rigs a powerlinkage (not a quest, just a minor event). As the PC is holding the light he can either keep the light steady or try to sneak a peak at what Anton is rigging (the powerbox isn't marked as "broken" in the first place). If he keeps the light steady and doesn't peak, Anton will be happy and hand the PC item X, (maybe a battery or some useful item which is hard to come by in the base normally) which will be useful later.
If the PC does peak, he sees Anton rigging "Section X" (could be women's quarters, some service hall, mess hall, even bathrooms, he's doing it so he can sneak in and do some dirty little venture) with a timed resistor, which will make the lights go out at a specific time. Now, the PC can use this information to sneak in at the same time as Anton (of course not the exact same time, but the resistor won't be fixed until morning), but Anton will complain that you're not helping him with the light and will yank it from your hand (you won't get the item). So this gives a potential sneaking area a lot of easiness, due to the main lights being off and probably the guards always using flashlights.
