Where the money is, and where it isn't

One possible angle for choosing locations is to have the victims of cybercrime in the world's financial centres (London, Tokyo, New York, Pihtipudas etc) while the actual criminals would be in more out of the way places where they're safely beyond the reach of the law.

The financial centres would be like the rich side of a town, while the criminals would be in the poorer part.

This kind of simple viewpoint isn't necessarily what happens in real life, by the way... :-)

Let us not forget that a great deal of legal cyber monitoring
gets perpetrated everyday in Modern Metro centers and might
prove to be a breeding ground for hackers, etc.

Yes, money is always a good argument. But as you said, things don't necessarily go that way in real life... Let's keep our minds open for this financial side too, though. Nice shot.
