Finland: of course... the cradle of Nokia, Linux and best universities when it comes to IT (I particularly like Tampere and Jyväskylä)...

France (home sweet home): why not, but I would not take Paris (to classical). There are other nice places with a much more personality e.g. Bretagne, Marseille, Metz...

Nigeria or Northern Africa: it would definitely bring something new, as people don't imagine hackers working in Africa

India (or South Asia): Many Indian engineers and software developers are working in Redmond and in the Silicon Valley, aren't they? With all those talented people, there might be something happening there.
