1. Stockholm, Sweden (Pirate Bay and the Swedish police, that's a double YES! Plus production in Sweden would be relatively cheap and Finnish crew could be used)
2. Silicon Valley, USA (the Hollywood of IT world, great production facilities, no language barriers)
3. London, UK ( a global city with global problems, good possibilities for production, and long tradition in detective stories)
4. Mexico City, Mexico (the crime culture here is just HUGE)
5. Lagos, Nigeria (the people behind the letters, where art thou?)
6. Kiev, Ukraine (don't know if Kiev is the actual place, but some episode has got to be about the eastern cyber crime. I believe the production costs here would also be decent)

Iran would be interesting to say the least. Maybe we could get some help from the locals and get a few scenes shot there, at least there's lots of video coming thru and we could help them get some more attention. Might be a bit difficult to pull off, but we have lots of people on here, so wouldn't be surprised if somebody could get it done.
I would like to add Iran to this excellent list. The current crisis would make a great setting.
Though I have a feeling filming it on location would be, well, to invite the death squad. (If you haven't watched the news I can inform you that this is no joke.)
1. the baltic - helsinki to st. petersburg - area is a fascinating location to portray an underground that spans borders...

my only points on London would be that i hear the traffic there is just awful whereas in paris... if maneuverability / invisibility were to be an issue for the characters... although HEATHROW does practically lead the world in air-traffic...

6. i hear the Autobahn is a popular destination for international business...
